The Edo State House of Assembly on Thursday passed a bill for a law to establish the John Odigie Oyegun Public Service Academy (JOOPSA) to take care of staff training in the state.

The house also repealed Edict No 5 of 1991 (Bendel State Essential Drugs Project Edict 1991) and established the Edo State Drugs and Health Commodities Management Agency law 2023.

The Majority leader, Hon. Henry Okhuarobo (PDP-Ikpoba-Okha) moved the motion to dissolve the house into committee of the whole to consider the bills clause by clause.

The motion was seconded by Hon. Nosayaba Okunbor (PDP-Orhiomwon East).

According to the lawmakers, the two bills shall have governing boards whose chairmen would be appointed by the governor.

Also during plenary, a bill for a law to establish the St. Titus College of Health Sciences and Technology and a bill to make provision for the levying and collection of land use charge in Edo State passed through second reading.

Leading the debate for the passage of the bill to make provision for the levying and collection of land use charge in Edo State, Hon. Francis Okiye (PDP Esan North East 1) commended the house for harmonizing the bill.

“I am supporting the bill not because of the content in the bill but because of the resolve of the house to harmonize the bill by separating the powers of the state government from that of the local government,” Hon.Okiye said.

“When we get to the clause by clause consideration of the bill, we will dot the i’s and cross the t’s,” he said.

Other lawmakers in a voice vote unanimously supported the passage of the bill.

The clerk, Yahaya Omogbai, thereafter gave the bill its second reading.
