BENIN CITY- Edo State House of Assembly has passed the Bill for Edo State Primary Health Care  Development Agency.
The Passage of the bill followed the clause by Clause consideration of the bill at the Committee of the whole yesterday.
The Clause by-Clause Consideration of the 24 sections of the bill provided opportunity for amendments of the bill to 25 sections.
The Edo State primary Health Care Development Agency will have a chairman and an Executive Secretary who shall only be appointed by the Governor subject to the approval of the State Assembly.
The Deputy Clerk of the House, Mr. James Omoataena gave the bill for Edo State Primary Health Care Development Agency its third reading on the floor of parliament.
Also during plenary the report of the House Standing Committee on Health on the wrangling between Nurses/Midwives and Community Health Offers (CHEWS/CHOS) over who should head the Primary Health Care Centre in Etsako West Local Government Area, was considered.
Parliament adopted the 2 points recommendation of the report of the House Standing Committee on Health which states that the most Senior Nurse or Midwife should head the Primary Health Care Centre in the Absence of a Doctor which is the usual practise unless there is a legal Inhibition.
However, Parliament expunged the Second recommendation which states that the most Senior Health Officers in the Primary Health Care Centre should head the facility in the absence of a nurse or midwife saying  it will create room for quackery as the health officers are only trained in the area of sanitation and environment management.
In the same vein, the House considered a report of the House Standing Committee on lands/survey and Housing on a petition titled “Malicious Damage Attempt to promote Native War, Assault and battery on Persons in Ogheghe Osewmende Community.
Parliament adopted the 1-point recommendation of the committee that the land in dispute belong to Ogheghe Osewmende Community and Uwvie Community should cease to claim ownership of the said land.
