The Presidential Working Group on the National Policing Bill has submitted the draft National Policing Bill, 2026, and 29 consequential amendment bills to the Federal Ministry of Justice for legislative drafting review and validation.
The submission was made on October 19 to the Attorney General of the Federation and Minister of Justice, in accordance with the working group’s implementation plan.
Chief of Staff to the President and Chairman of the Presidential Working Group, Femi Gbajabiamila, disclosed this in a statement issued on Tuesday, October 20, 2026.
He said the Ministry of Justice would review the proposed legislation to ensure compliance with legislative drafting standards and conventions, as well as consistency with existing laws.
The ministry is expected to return the validated bills to the working group on or before Friday, October 30, 2026.
According to Gbajabiamila, the working group will give the bills final consideration after receiving the ministry’s feedback before presenting them to President Bola Ahmed Tinubu, thereby concluding its assignment.
The proposed National Policing Bill seeks to establish a constitutional and legislative framework for a dual policing structure comprising a Federal Police Service and State Police Services.
The proposal forms part of ongoing efforts to establish the legal framework required for the proposed restructuring of policing in Nigeria.
Gbajabiamila said the working group remained committed to a rigorous and transparent process that would produce a comprehensive legislative proposal for the President’s consideration and eventual transmission to the National Assembly.
He, however, noted that the drafting process was proceeding alongside the ongoing consideration of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, by state Houses of Assembly.
He said the constitutional amendment process must be completed before the bill could be transmitted to the National Assembly.
The submission of the draft bills marks another stage in the working group’s assignment, with further legislative action dependent on the completion of the review and validation process and the subsequent decisions of the President and the National Assembly.
