BENIN CITY – Edo State Governor, Comrade Adams Oshiomhole has declared that henceforth, the Permanent Secretaries, Directors, Deputy Directors or Assistant Directors are to be held liable for any fraud detected in any session or department of the ministry except they report the fraud case or raise the alarm on it.
The Governor also told the Permanent Secretaries that, apart from being the Chief accounting officers, they should also henceforth be the Chief revenue generating officers of their respective ministries.
This was at the one-day seminar on Enhancing Internally-Generated Revenue in Edo State; Issues, Prospects And Challenges organized by the office of the Head of Service for Permanent Secretaries, Directors, Deputy Directors or Assistant Directors, Heads of Departments and Agencies in Benin City yesterday.
Explaining that the seminar is primarily designed for efficient revenue generation and remitted to the treasury of the state government, the governor said ‘the decision to host today’s workshop arise from the reports that virtually every week that when we discuss at the level of the state executive council issues that have to do with Internally Generated Revenue.”
“So much money could be paid by those who are supposed to pay in. In some cases, this money never got to the treasury and those responsible for diversion or running undisclosed accounts or opening special accounts rather than the ones known to Edo State Government or so authorized are, by and large, civil servants and on few occasions they also recruit some political appointees to be part of such practice,” the Governor hinted.
