ABUJA – The Federal University of Education (Technical) Bichi establishment Bill 2022 has passed second reading on the floor of the Senate.

The Bill was read the first time in this Hallowed Chamber on Thursday, 8th October, 2020 and was sponsored by Sen. Barau, I. Jibrin (Kano North).

According to the lawmaker, for any country to achieve meaningful development, the socio economic and political system must be enhanced. This is why successive Nigerian governments placed much emphases on the development of the individual as a means to national development. Education is the sure means of developing individual potentials.

Senator Barau pointed out that the National Policy on Education (1981) postulates that education is “the greatest investment that the nation can make for the quick development of its economic, political, sociological and human resources.” Among the various educational institutions through which the nation hopes to achieve its developmental goals, specialized Universities of Education should take pre-eminence because they are set up to train the trainers.

“The development of a sound and robust educational system in any country is therefore predicated on the availability of qualified and well trained teachers to impact the required knowledge on the students.”

” Thus, the need to have a strong system in our educational sector that shall continuously produce well qualified and trained teachers as is obtainable in other countries cannot be overemphasized. This is the fundamental justification for the establishment of this specialized institution of higher learning: the Federal University of Education (Technical) Bichi.”

“Undoubtedly, the realization that Universities of Education are tools for national development have led to an unbridled quest for and vigorous expansion of such institutions in Nigeria.”

He outlined the objectives of the University in the Bill among others to include:

The encouragement of the advancement of learning to all persons without distinction of race, creed, sex or political conviction.

The develop and offer academic, technical and professional programmes leading to the award of certificates, first degrees, post graduate research, diploma and higher degrees with emphasis on planning, developmental and adaptive skills in Education. Engineering, Technology, Applied science. Agriculture, Commerce, Arts, Social science, Humanities, Management and Allied professional disciplines.

To produce socially mature educational men and women with capabilities not to only understand the educational and technological needs of Nigeria as a nation, but also to exploit existing Educational infrastructure and improve on them to develop new ones.

To act as agents and catalysts for effective Educational system, through post graduate training, research and innovation, for effective economic utilization and conservation of the country’s human and material resources.

To bring quality change in Technical Education by focusing on teacher Education, through teaching and learning innovations.

Also, to collaborate with other national and international educational institutions involved in training, research and development of Education, with a view towards promoting governance, leadership and management skills among Educational managers and to provide and promote sound basic Education training as a foundation for the development of Nigeria, taking into account indigenous culture and the need to enhance national unity.

The lawmaker also in compliance with Order 76(3) of the Standing Rules of the Senate of the Federal Republic of Nigeria with respect to the procedure of Bills, Compendium and Consolidation, gave the compilation of the summary of the anticipated recurrent and capital expenditure in the first twelve months following the commencement of this Act.
